While all of these figures strived for greatness, some faltered in their pursuit, deeming them the weakest kage from their respective village.
The strongest Kage among the great nations are often discussed, but those that were the weakest within their respective nations are usually overlooked. Discerning the weakest link in each village’s Kage history is certainly an ardent task, especially considering how little spotlight the other Kage and their nations received. However, piecing together details from every shinobi village’s history paints a complete picture of those who couldn’t compare to their counterparts.

Hidden Stone Village — Kurotsuchi, the Fourth Tsuchikage
As the granddaughter of Onoki, the Third Tsuchikage, viewers had high hopes for Kurotsuchi. However, the kunoichi failed to live up to her predecessors, as her powers pale in comparison to those of the previous Tsuchikage. Apart from her Lave Release Kekkei Genkai, Kurotsuchi boasts no unique power of her own, and she even failed to acquireOnoki’s Particle Style.
The first Tsuchikage lived through the Warring States Period and united the Land of Earth, while theSecond and Third Tsuchikageboasted the all-powerful Kekkei Tota Particle Style. Compared to such powerhouses, Kurotsuchi clearly falls short. While she is nowhere near weak, the immense power of her predecessors puts her in the position of being the weakest Tsuchikage.

Hidden Mist Village — Chojuro, the Sixth Mizukage
The Hidden Mist Village has always remained notorious for its fierce fighters, and the nation’s reputationas the Bloody Mistis a testament to their ferocity. Throughout the Mist’s history, every single Mizukage has been appointed based on pure strength, meaning there’s no denying the unfathomable power that each Mizukage possessed. However, the latest Mizukage, Chojuro, is clearly the weakest leader of the Mist.
Despite boasting one ofthe Seven Mist Swordsand unrivaled mastery in Kenjutsu, Chojuro lacks versatility and his only strongpoint is swordsmanship. He boasts no Kekkei Genkai or secret techniques, something that every past Mizukage had access to. Mei Terumi is also considerably weaker than her predecessors, but her Lava Release and Boil Release give her an edge over Chojuro.

Hidden Sand Village — Shamon, the Second Kazekage
Shamon was the Second Kazekage of the Hidden Sand, though viewers might not be acquainted with this character. Shamon was first witnessed during the first Five Kage Summit between thenewly formed Five Great Nations, and he served as the First Kazekage’s bodyguard at the time. Out of all the Kazekage, Shamon had the least strength and power, deeming him the weakest leader of the Sand. While the Third and Fourth Kazekage were both assassinated with ease, they still possessed considerable power, and their demise was merely a result of a surprise assassination.
Gaara, despite being young and inexperienced, has proven himself on countless occasions, even leveling with his predecessors. This leaves Shamon as the weakest Kazekage, ashinobi who practiced puppeteering. He was also known for his research on improving the link between Jinchuriki and Tailed Beasts, showcasing his intellectual prowess. However, he failed to fortify his legacy as a credible fighter, leading to his current, non-existent legacy.

Hidden Cloud Village — Darui, the Fifth Raikage
The Hidden Cloud Village is arguably the second strongest shinobi village out of the Five Great Nations, and its Kage reflect this very status. The Raikage have always maintained a powerful status, from the First Raikage who united the Hidden Cloud to the Fourth Kazekage leading the charge inthe Fourth Great Ninja War. These behemoths have dominated the Cloud’s leadership, making it impossible for Darui to live up to their legacy.
Darui is certainly far from weak, and he is arguably one of the strongest Kage from the current generation in Boruto. His Black Lightning also played a major role in the war, and he was successful in defeating the Gold and Silver Brothers, two shinobi that even Tobirama Senju failed to beat. However, Darui’s power is entirely overshadowed by his powerful predecessors, with two Raikage that lived through the Warring States Period, and the other two possessing power capable of taking down Tailed Beasts.

Hidden Leaf Village — Kakashi, the Sixth Hokage
Pinning down the weakest Hokage from the Hidden Leafs Village seems impossible, especially since every single Hokage has been in a league of their own. Fromthe God of Shinobi Hashiramato Naruto Uzumaki himself, every single Hokage boasts inexplicable power. The first four Hokage were behemoths of chakra that none could compare to, and their feats need no introduction. This leaves Tsunade and Kakashi as the two contenders for being the weakest Hokage in the Leaf’s history.
Since Lady Tsunade isprimarily a medical ninjutsu, her abilities as a fighter often come under question. However, her Hundred Healings Mark and brute strength, which were witnessed during her fight against Madara, clearly showcased her unparalleled power. This leaves Kakashi Hatake as the weakest Hokage, who, at one point, was stronger than Tsunade, but his current state deems him a weaker Hokage. After losing his Mangekyo Sharingan, Kakashi suffered a huge blow to his overall strength. While he has his Purple Lightning and his thousand copied jutsu, he pales in comparison to all of his predecessors.
